Job Purpose

Reporting to the Vice Chancellor, the Registrar, Inter alia, is administrative Head of the University and is responsible for implementing the decisions of the University Council, Senate, formulating and interpreting administrative and personnel policies, planning and directing the general administration and operation functions of the University. She/he is the Secretary to both the University Council and the University Senate.

The candidate should possess excellent analytical, interpersonal, oral and written communication skills, with a track record of managing institutions with a high degree of maturity and vision.

Main Duties and Accountabilities

  • Plan and co-ordinate University Council corporate affairs and Senate business efficiently
  • Direct functions pertaining to general administration and Human Resources Management efficiently
  • Custodian and maintenance of the official records of the university.
  • Direct functions pertaining to student registration, admissions, administration of examinations and general academic affairs of the University.
  • Ensure compliance with legal requirements and availability of legal services to the University Council and Administration.
  • Plan, direct and maintain infrastructure utilization and development in order to ensure an acceptable learning and living environment in the University.
  • Provide guidance and advice on business and governance of the University to all stakeholders.
  • Ensure timely, effective and efficient dissemination of University general information within and outside the University.
  • Responsible for employee health and welfare
  • Maintain a conducive work atmosphere for learning and teaching to take place

Qualifications and Experience required

  • Grade 12 or form V Certificate with 5 “O” level Credits which should include English Language and Mathematics
  • A Bachelor’s, and Postgraduate degree in Human Resource Management, Business Administration, Public Administration, Law, Education or any other relevant qualification. Intense knowledge of Human Resource related issues is considered essential.
  • Minimum of Seven (7) years of experience at senior levels. Current and previous work in educational institutions/organizations in Zambia or abroad will be an added advantage.
  • A track record of managing institutions/organizations with large numbers of people of diverse professional disciplines
  • Should be a member of the Zambia Institute of Human Resource Management.
  • Preferably a Zambian Citizen.

Tenure

  • Three (3) years contract. Subsequent contract offers will depend on satisfactory performance of duty.
  • Applicants should not be less than 35 years of age.

The salary scale for this position is MGT03

Job Purpose

The Bursar is the Chief Financial Officer and is accountable to the Registrar for the administrative, financial, and risk management operations of the university. The role is responsible for the development of a Financial and Operational Strategy, and monitoring of control systems designed to preserve university assets and report accurate financial results.

As Financial Administrative Head, the Bursar assists the Vice Chancellor to accomplish statutory and mandatory responsibilities as enshrined in the Public University Act Number 4 of 2013.

Main Duties and Accountabilities

  • Develop financial strategies;
  • Monitor and direct the implementation of Strategic business plans
  • Manage the Capital request and Budgeting processes (Output Based Budget);
  • Oversee timely and accurate processing of payroll and payment of salaries
  • Oversee employee benefit plans with particular emphasis on maximising a cost effective benefits package
  • Supervise investment due diligence and negotiate investments
  • Ensure adequate controls are installed and that substantiating documentation is approved and available such that all purchases may pass independent and governmental audits
  • Develop and maintain systems of internal controls to safeguard financial assets of the institution.
  • Oversee the coordination and activities of independent auditors ensuring all audit issues are resolved, and all compliance issues are met, and the preparation of the annual financial statements is in accordance with international reporting standards; in place; (partly under risk management);
  • Oversee the issuance of financial information to the university and all stakeholders and report financial information results to Council;
  • Oversee compliance with university and statutory regulations;

Identify and mitigate key elements of the University’s risk profile and report risk issues to the University Audit Committee.

Qualifications and Experience required

  • Grade 12 or form V Certificate with 5 “O” level Credits which should include English Language and Mathematics
  • Full member of the Zambia Institute of Certified Accountants (ZICA);
  • Must possess CIMA / ACCA or CA                                                                                                                                                                                                            A first university degree in Accounting, Finance, Business Administration will be an added advantage
  • A minimum of Five (5) years of work experience.
  • Should have experience in partnering with an executive team, and have a high level of written and oral communication skills.

Job Purpose

The Librarian is accountable to the Vice Chancellor for the efficient planning, directing and control of the University Library functions to ensure timely availability of material for reading and teaching and research.

Main Duties and Accountabilities

  • Ensures systematic availability of books, periodicals, digitized and other recorded materials to users.
  • Formulate and implement a strong evolving program of public services to facilitate access to information services.
  • Examine book reviews, publishers’ catalogues and other information sources for the purposes of recommending materials for acquisition.
  • Prepare and administer staff and budget resources to maintain efficient and flexible operations
  • Conduct regular research to ascertain readers’ changing needs
  • Plan and supervise the acquisition, classifications, cataloguing, shelving and circulation of library materials and maintenance of records concerning their issue, return and related matters.
  • Responsible for efficient and effective management and development of information and Communication Technology (ICT) services within the library and other networks
  • Research and publish as an academic member of staff,

Carry out any other such tasks and assignment as may be delegated by the Vice Chancellor.

Qualifications and Experience required

  • Grade 12 or form V Certificate with 5 “O” level Credits which should include English Language and Mathematics;
  • Minimum of Master’s Degree in Library students/Information Science. Possession of PhD qualifications will be an added advantage.
  • At least five (5) years of experience in an academic library, three (3) of which should have been at senior at management level.

Tenure

  • Three (3) year contract. Subsequent contract offers will depend on satisfactory performance of duty.
  • The salary scale for this position is MGT 05.
